Dear Colleague:

Please join us for the 2016 training conference of the Pennsylvania Vector Control Association on October 19 – 21, 2016 at the Days Inn, 240 S. Pugh Street, State College, PA 16801.

Fee structure for this conference is as follows:

Class 1 – Non-license and public license attendee                               $120.00
Class 2 – Commercial license with exhibit and/or presentation            $400.00
Class 3 – Additional commercial license(s) from same company        $120.00

This fee will include Wednesday – Friday breaks, and a Thursday lunch banquet at the hotel. Please pre-register by mailing or e-mailing a separate registration form with the name and complete mailing address for each attendee to me at the above address by September 16, 2016. (To speed up registration at the door, please mail your registration check payable to “PVCA” prior to the conference, if possible.)  If attaching a business card to the registration form, complete only the items not on your card. 

 

EXHIBITORS:  For those pre-registering to exhibit and give an exhibitor presentation, time has been set aside on Wednesday to introduce your company and your products.  There will be ample time during the three-day event to speak with individuals.  Please complete the enclosed registration form and return on or before September 16, 2016. If not pre-registered, we cannot guarantee exhibit space or presentation time.

Room rates are $82.00 per night plus applicable taxes (8.5%). We have a block of rooms reserved ONLY until September 16You must make your own reservation with the Days Inn by that date, or you will not be guaranteed a room. Even if you have not received approval to attend, you are encouraged to reserve a room. You can always cancel the reservation if you do not receive final approval. Be sure to ask for the “PVCA meeting (CGPVC1)” when you make your reservation, to be assured of obtaining the above rate. The Days Inn phone number is (814) 238-8454.  Please remember, in order to receive reduced fees for the hotel facilities for the conference, we must guarantee a minimum number of rooms. Please plan to stay at the Days Inn.

Attached is a preliminary agenda for the conference.  If there are any changes, an updated agenda will be posted on the website.  Please check the website: www.pavectorcontrol.org. Continuing Education Credits for PA Pesticide Applicators licenses will be issued by the PA Department of Agriculture.  Please bring your license with you if you wish to receive credits.

There will be a bowling event on Wednesday evening sponsored by Jeffrey O’Neill and Central Life Sciences.  Please RSVP on this event so we can determine the amount of food to order.

Mosquito Program Coordinator

Teton County Weed & Pest District is looking for a versatile, organized, and collaborating individual to join our small but enthusiastic team. This full-time year round position is integral to all aspects of the mosquito program from surveillance to control, both directly and through seasonal employee oversight. This individual will also assist with the District’s invasive species management programs.

Duties include, but are not limited to: lab management & virus testing, mosquito/insect identification, seasonal crew coordination, mosquito program GIS, mosquito program area management (individual field territory), & biocontrol program assistance. Candidate requires excellent public relations and communication skills.  Experience with lab assay technology, dichotomous keys, and GIS software/equipment is beneficial, but not required, as training will be provided.

Generous benefits package. Salary starts at $47,932 – $55,488, dependent upon experience.

Bachelor’s Degree in Biology, Entomology, Ecology or a related field OR an equivalent combination of education and experience preferred. Candidate must be able to obtain WY Commercial Pesticide Applicator’s License.

Main Purpose of Job

This position will administer and implement the Maryland Mosquito Control Law, provide administrative leadership and technical expertise to the Statewide cooperative Mosquito Control Program in Maryland, and ensure that program activities are conducted legally, efficaciously and economically, based on sound science, with no adverse effects on people or the environment and according to integrated pest management principles.

POSITION DUTIES

This is a managerial level position, which will report to the Assistant Secretary, Plant Industries and Pest Management.

Mosquito Control is a service program of the Maryland Department of Agriculture available to all areas of the State through voluntary participation and willingness of local jurisdictions to pay a share of costs. Mosquito control service is provided to 2,500 communities throughout 16 counties, and impacts approximately 725,000 Maryland residents. The program employs a full-time staff of 16, and 60+ seasonal employees. Program resources include 62 light trucks, 1 heavy truck, 3 watercraft, 8 all-terrain vehicles, 30 ULV sprayers, earth moving equipment, forklifts and 1 aircraft.

The primary goals of the program are to reduce the risk of mosquito-borne disease to humans and domestic animals, and to provide relief from excessive mosquito annoyance. Frequent and effective interactions with other State agencies (DHMH, MDE, DNR and others), County governments, professional organizations, the general public and media representatives is required. Primary responsibilities include:

  • Administration and Management – Direct strategic planning for program development, mission statement, goals and objectives; establish, monitor and revise program policies; fiscal and budgetary management; review scientific, regulatory and professional literature to ensure that program activities are conducted according to best management practices; staff training.
  • Program Coordination and Representation – Oversee interaction between the Mosquito Control section and other State and federal programs; prepare and/or review all wetland permit applications for mosquito control source reduction projects; prepare and/or review Toxic Materials Permit applications; act as official Department representative in contacts with elected officals, community associations; other agencies and the public; conduct program in accordance with the requirements of the Maryland Pesticide Applicators Law and Federal Insecticide, Fungicide, and Rodenticide Act.

MINIMUM QUALIFICATIONS

Education: Bachelors Degree from an accredited college or university in a biological science with a focus in mosquito biology, aquatic entomology, or related topic.

Experience: Four years of technical or professional experience in a public Mosquito Control or closely related program.

Note: An advanced college degree may be substituted for experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

A drivers license valid in Maryland, with no more than 5 points on the driving record is a requirement for operating State vehicles.

Job Posting – Maryland Dept of Agriculture, Mosquito Control Program Manager

The Maryland Department of Agriculture will be seeking qualified applicants to fill the position of Program Manager, Mosquito Control Section. Preferred candidates will have at least a Bachelor’s degree in entomology or related field with course work in medical and veterinary entomology or culicidology  and work experience in a MAD, county or state program.  Administrative, procurement and budget experience will be helpful. The Program Manager is responsible for NPDES compliance and to obtain permits to apply toxicants to the waters of Maryland through the Maryland Department of the Environment.

 

The Program Manager will manage a budget of $2.6 million, and lead a staff of 15 classified and 60 seasonal hires, providing a modern Integrated Mosquito Management services to 2500 communities in 16 counties. The program owns and operates a Beechcraft King Air over Maryland’s lower Eastern Shore counties and a Kubota excavator for maintenance of 23,000 acres of Open Marsh Water Management projects. A large arbovirus surveillance program is conducted annually in cooperation with the Department of Health.

2013 Annual Conference – Early Announcement, Hold the Dates

The 2013 annual conference of the PVCA will be held at the Days Inn, 240 S. Pugh Street, State College, PA, 16801. 
The dates will be earlier than in recent years:  November 6, 7, and 8.
